Speed mode only impacts the speed of units (animations), and was meant to allow for an increased or slowed pace during combats (a tactic and "arcade" feeling, as they write it). According to the manual, game speed controls ALL the in-game calculations, hence a possibly choppy camera movement.
Reading Cossacks' manual (the previous "episode" in a way, from the same developers), I've found that the developers put these options (speed modes and game speed) to allow for fine tuning on a large range of computers. which has surprised me, so I've searched for an explanation about that.
